Guymon has a population of 14,000 and is located in the heart of Texas County and home to Seaboard Industries and Oklahoma Panhandle State University. Today, the City of Guymon is experiencing rapid growth in several green energy businesses including wind, biodiesel, and solar. The City of Guymon hosts the annual Pioneer Days and the largest PRCA outdoor rodeo in Oklahoma. The community boasts of an active municipal airport, public golf course (18 holes), public transit, a brand new public library, and central fire station.
The City of Guymon operates under a council – manager form of government with a five member council. The City employees 105 full - time staff members and has an annual budget of $11,000,000. During the FY - 2016 fiscal year, Guymon engaged a national, non- profit group (IBTS) to assist the City in managing several operating departments, including, Public Works, Community Development, Park & Recreation, Municipal Court, Water Utility/ Billing, and the Public Library. The unique management arrangement is the first in the State of Oklahoma and provides the City with access to innovative software applications. . In addition, the City owns and operates a gas utility enterprise that serves approximately 4,200 residential and commercial customers.
Candidates for the City Manager position should have the following minimum qualifications; 3-5 years of municipal work experience as a City Manager or as an Assistant City Manager and a Bachelor’s Degree from a college or university with major course work in public administration. A Master in Public Administration (MPA) degree is a definite plus.
The successful candidate must be a confident, self-starter, who can direct a hard working team of professionals. He/ She must have a sincere desire and interest in building capacity within the organization and also be willing to encourage effective public/ private partnerships throughout the community. The City Council is very committed to improving and expanding existing community assets and public amenities for their residents. The Mayor/ City Council are receptive to new ideas and progressive approaches to address future building development goals.
The ideal candidate must be an effective listener and have the communication skills necessary to carry out strategies and policies identified by the Guymon community. The new City Manager must display a high moral standard and have a sincere interest in building mutual respect and trust with citizens, council, and staff.
