Description:

Works at the sole discretion and direction of the City Manager.

Essential Duties and Responsibilities
? Performs all tasks and projects as assigned by the City Manager.
? Directly oversees the division of Human Resources.
? Direct oversight of two to three assigned departments to manage their progress on department and Council goals, and report that progress to the City Manager.
? Coordinates with Department Directors, Division Managers, and other assigned staff to implement project plans and collect information for presentation to the City Manager.
? Assists the City Manager with the preparation of the Annual Budget.
? Negotiates agreement terms with third parties seeking to implement projects for the City.
? Oversees high-profile or time-sensitive projects and tasks ranging from short-term completion of project elements to long-term construction or maintenance projects.
? Serves as a channel through which managers from multiple departments coordinate to report on projects to the City Manager.
? Identifies the manner in which tasks completed by individual departments could impact other City departments or divisions.
? Manages citizen and media inquiries to the City Manager’s Office.
? Attends meetings of the City Council and tracks items that need further action.
? Promotes City projects and community improvement efforts.
? Partners with others to promote a positive view of the City, City Council and City administration.
? Represents and serves as the City Manager’s representative when working alone or with others on matters such as emergency preparedness, capital projects, customer service initiatives, organizational and personnel issues, employee performance improvement, election/ballot initiatives and any other special tasks or projects as assigned by the City Manager.
? Promotes and facilitates cooperation among City Manager, Mayor, City Clerk, directors and other City Staff, media, community groups, consultants, and others.
? Responds timely to operational and other inquiries made by council members, city staff, internal customers, media and others.
? Serves as Acting City Manager and in other capacities when requested.
? Assists the City Manager with day-to-day administrative and project management duties ranging from the clerical to the complex.
? Participates in and contributes to City Manager staff meetings.
? Participates in Civic Boards, Commissions, groups, work teams, etc., as requested or required.
? Serves as City’s Americans with Disabilities Act (ADA) Coordinator including all attendant duties.
? Prepares and edits periodic communications from the City Manager’s office to the Mayor & City Council, City staff members, and the public.
? Pursues grant and other funding for city projects.
? Oversees the City Hall Building Maintenance division.

Required Knowledge, Skills and Abilities
? Ability to represent the City and the City Manager’s Office well at all times.
? Ability to lead and work effectively with others.
? Ability to communicate well orally and in writing.
? Ability to speak well in public and be successful in leading others to action.
? Valid driver’s license.
? Must have 10 years sufficient and relevant professional experience.
? Knowledge of federal, state and local laws relative to personnel management.
? Capital budgeting and contract management experience.

Education
Bachelor’s degree in relevant field of study required including, but not limited to business, finance, government, human resources, public relations, communications, or public administration and five (5) or more years of progressively responsible experience as a department head, division director, or equivalent in municipal government. A master’s degree in public administration, urban planning, business administration or a related field, is preferred.
