The Assistant City Manager/Financial Services Manager will report to and work very closely with the City Manager. In the absent of the City Manager the Assistant City Manager/Financial Services Manager responsibilities include day-to-day operation and administration of city government, supervision of all city departments, personnel and contracts, financial and budgetary, and economic development. He/she will also attend the City Council meetings, and serve as the representative for the City of Guymon on designated Boards and Commissions. The Assistant City Manager/ Financial Services Manager will advise the City Manager and make recommendations as to the financial conditions and future needs of the City. He/she will ensure accountability by providing regular reports to the City Manager regarding key issues and actions taken. He/she will also ensure the financial integrity of the City through budget development, monitoring, regular reporting on the financial condition of the City and effective management of its fiscal resources. The Assistant City Manager/ Financial Services Manager will work very closely with City Manager and Department Directors in preparing and presenting the annual budget to the City Council and will administer the budget after adopted by the City Council. 

Position Specifications: 
•Applicants must possess strong leadership skills. 
•Applicants must have excellent organizational and people skills required. 
•Applicants must possess knowledge on management principles and practices, public administration principles and practices, and budget process for large organization.  
•Applicants must be able to direct, coordinates and monitors the development of City and trust debt issuances. 
•Applicants must be able to direct, coordinates and monitors audits and appraisals of the city accounting, cash handling and financial systems and related activities to provide assurance that adequate internal control, sufficient security ad auditability are present. 
•Applicants must be able to evaluates accounting, auditing and/or regulator reports to assure financial compliance and integrity, to analyze findings, and to interpret conclusions. 
•Applicant must be able to receive and respond to information and/or service needs of other city departments. 
QUALIFICATIONS: 
•Applicant will hold a Bachelor’s degree in Business Administration, Public Administration, Accounting, Business Management, or Finance or a related field.  
•Applicant should have three (3) to five (5) years experience in state or local government at the level of City Manager, Assistant City Manager or other senior city management official.  
•Equivalent combinations of education and experience will be considered.  
•Application should have knowledge of and skill in applying the principles and techniques of governmental administration and management. 
•Applicant should have knowledge of the structure and operation of Municipal organization. 
•Application should have knowledge of finance and accounting principles and practices as prescribed by the Governmental Accounting Standards Board (GASB). 
•Applicant should have knowledge of administrative principles and practices, including goal setting and program budget development and implementation. 
•Applicant should have ability to estimate revenues and probable tax yields for submission to the City Manager. 
•Applicant should have ability to invest City Funds for high yield with only statutory risk and perform other functions as treasurer. 
•Applicant should have analytical abilities necessary to make sound, logical interpretations of rules and regulations are required. Many interpretations and decisions must be made quickly; sound judgment required to act in best interest of jurisdiction. 
•Applicant should have analytical abilities are required to integrate and interpret data from various sources, and to plan, develop, and implement responsible strategies.
