SCOPE OF WORK:

Provides professional and highly responsible support to the City Manager. Directs and reviews the activities of departments as assigned by the City Manager.

BUDGETARY RESPONSIBILITIES:

Participates in the preparation of the annual budget and assists in presentation to the City Council for approval.  Assists in administering the budget following approval.

 

 Essential Job Duties:
 
* Develops, plans and implements goals and objectives to enhance areas of responsibility.

* Attends City Council meetings and other Board and Commission meetings as required.

* Serves as a liaison between the citizens, employees, City Manager and City Council.
* Supervises and coordinates assignments and provides direction for department managers.

* Responds to citizen inquiries and resolves conflict when necessary.

* Reviews and evaluates policies and programs of the City and makes recommendations regarding such to the City Manager.

* Prepares and presents required reports to the City Manager, Mayor and City Council.

* Serves as City Manager in the absence of the City Manager, as assigned.

* Performs other related duties as required.

 

 Physical and Environmental Conditions:
 
Ability to sit, stand and transport self from building to building.

 

 Required Qualifications:
 
Knowledge, Abilities and Skills

Requires strong organizational and budgeting aptitude, as well as project coordination experience.  Must demonstrate strong management skills and understanding of public personnel and finance administration. Ability to communicate effectively both orally and in writing.  Ability to analyze complex problems and identify alternative solutions.  Ability to use personal computer.

Minimum Education, Experience and Certification

A bachelor's degree in a related field is required; a master's degree is preferred.  Requires three years of senior management experience at a departmental level or higher; seven years of management experience at a departmental level or higher is preferred. 

A track record of continuing involvement in professional development is expected.  Requires strong organizational and budgeting aptitude, as well as project coordination experience.  Must demonstrate strong management skills and understanding of public personnel and finance administration. 

Ability to communicate effectively both verbally and in writing.  Ability to analyze complex problems and identify alternative solutions.

Experience with infrastructure, engineering, and development work is preferred. 
 
REQUIRED CONTACTS:

Ability to effectively communicate with Mayor, City Council, Boards and Commissions, City Manager,citizens of the City of Midland, employees and special groups requiring information as needed.
